When my kitty Tippy was found, he weighed only 4 lbs. He was sick and frostbitten. The shelter wouldn't adopt him out because he was sick. A rescue took him, but in foster care he gained too much weight. When my husband and I adopted him, he weighed 18 lbs (8 lbs overweight).
